Forensic audit fingers 91 Eastern Cape officials

The Public Service and Administration Department is awaiting results of audits of all Eastern Cape administration departments into the failure of civil servants to disclose their financial interests before the awarding of tenders.
Replying to a written question from Anchen Dreyer (DA), Public Service and Administration Minister Richard Baloyi said 91 officials were involved, of whom three had resigned before action could be taken.
A total of 150 cases are under investigation countrywide.
And in a clear indication that the department is planning a major crackdown on corruption in the public service, Baloyi said details on those involved would be checked by his department and handed to law enforcement agencies for further investigation and the recovery of money.
He had taken ""an aggressive and proactive approach" in dealing with the performance of remunerative work outside the public service and failure to disclose financial interests.
His department had also developed a reporting template, issued to all departments to facilitate the collation of information and provision of uniform reporting from the implicated departments.
It had also formed an enforcement and monitoring team which would embark on a verification process to ascertain the validity and reliability of information provided by departments and make recommendations in this regard.
The verification process would be phased, covering all central government departments and Mpumalanga and Limpopo in phase 1 and would be concluded in December.
The rest of the provinces would be finalised by the end of March next year.
To prevent future abuses, his department would be working closely with others to strengthen existing measures and help them with implementation.
A corruption management information system was also being developed to track all allegations of unethical behaviour and corruption and investigate their validity.
It would also include an e-ethics component to assist departments with the online filing of disclosure forms.
This would enable electronic verification of information with other data sources such as the Companies and Intellectual Property Registration Office (Cipro) and the Deeds Office. - I-Net Bridge
